For example, if I happen to enjoy a pulse rifle and it brings my average power level to 290, when my highest possible is 300, I would receive drops at the 300 power level. This change has been long requested in the first Destiny, and players will rejoice knowing they can play the way they want, with whatever weapons and armor appeals to them, and still manage to progress in the game.
Yesterday, Mark Noseworthy, the project lead working on Destiny 2, confirmed via Twitter that players would no longer need to have their highest power gear equipped to get high-power drops.

Those of you who’ve played the original Destiny may remember the rage-inducing mechanic behind light level, in which players had to equip their highest light level gear, despite using it, in order for engrams to decrypt into the highest light level.
